Dr. Carlton Payne is the Chief of Psychology for the Philadelphia Department of Prisons. He is the former Director of Compliance for the Philadelphia Prison System and was the first African American Psychologist in the history of that organization. He earned a Bachelor of Arts degree at La Salle University a Master of Science at Villanova University and a Ph.D. at Temple University all in psychology. He is the Assistant Director of Workshops for Teens, a former chair of the Association of Black Psychologists, a professor of psychology at The University of Pennsylvania, an SAT preparation instructor with the Sonny Hill basketball league.

He has supervised field placement of students in various degree programs at Bryn Mawr, Spellman, Chestnut Hill College, Philadelphia College of Osteopathic Medicine, Bucknell University, and Temple University. Dr. Payne is a member of Delta Kappa Phi, (a national honor society for academic excellence).

He has received five commendations from the City of Philadelphia for distinction in performance of duty when twice selected as employee of the year. He is an advisory board member for The Gabriel Institute and has been an expert guest speaker for The Philadelphia Urban League, Concerned Black Men, and the Youth Study Center.

He has been a guest on Y100, WHAT, WURD Radio, as well as CN8, WYBE and WGTW television. He has lectured at Widener University, Temple University, Villanova University, Holy Family College and LaSalle University. Dr. Payne is the Author of four books and was featured on C-Span and WYBE tv.
